Perhaps the misguided assumption stems from the fact that the Cebuano dialect can sound a little aggressive and maybe a bit belligerent to most individuals who are not familiar with the language. However, you will soon find how incredibly erroneous this notion is once you meet the locals. Furthermore, Cebuanos are incredibly well-versed in English and have an excellent command of the language. In this regard, Cebuanos would not have a hard time walking up to tourists for a chat or offering them help when asked.
